That is a fine solution for an on-going basis. But for old / archived data, "converting" it from tape to HSM / TMM / DASD would leave the end result in a different format and destroy the original creation information that IT people (including auditors) may want in the future (creation date, time, jobname, pgmname, expdt, last used date, etc.).
Even if the OP uses IEBGENER to stack, the tape management software (whatever it is) can be used to populate the tape catalog data from the original data set / file into the entry for the new tape volser / file.
