We have many examples of copying SD files into a PDS (PDSE preferred) using
DF/SORT.  The output DD looks like

//sortout dd dsn=your.pds(newmemb1),disp=shr         

or if you need multiples:

//sortout1 dd dsn=your.pdse(newmemb1),disp=shr
//sortout2 dd dsn=your.pdse(newmemb2),disp=shr


..........historical trivia:  Some years back, to win a beverage wager, I
copied a SD file into a PDSE and wrote 10,000 members in one pass.

Many others have told you what to do.  Here is why:
When you added DSORG=PS, you are telling the open process that the ENTIRE
output data set is sequential, which it is not.  The entire data set is PO.
Each member within a PDS is a PS data set, however, which is probably why
you thought you should add the DSORG=PS to your output DD statement.  OPEN
knows that an individual member within a PDS is sequential, so DSORG is
redundant at best and incorrect at worst.

I am trying to copy a sequential dataset (DSORG=PS) to a member of a
partitioned dataset (DSORG=PO) but keep getting a 013-14 ABEND. I have tried
using IEBGENER and SYNCGENR, neither works. Should I be using a different
utility program or am I completely missing the point. I'm stumped, please
assist.
