We run that same product and our automation admins used to have a script that tried to do something with this. If they had just checked with the vendor or done a search (which I ended up doing for them), they would have found there is a documented process for terminating the links between systems that use TCPIP, thus removing the PID / use of z/OS Unix and allowing AFOPER to shut down OMVS without killing itself in the process.
