I'm not sure what IBM recommends.

I would advise against running the vast majority of your work under JES
initiators and a little bit under WLM controlled initiators, especially on a
heavily loaded system.  I wonder how many shop's bad experiences with WLM
initiators are based upon "trying" them in such a very limited way on an
over-initiated system.

However, if you have a little bit of work that doesn't work well with WLM
initiators, such as Mark described, WLM will manage the remaining resources
just fine.

And contrary to other opinions, WLM will do a fine job of managing
production work, provided that the goals and importance are set appropriately.
