Indeed. The TLIMIT and MLIMIT parameters have been around since JES3 was first introduced! JES2 got (equivalent parameters to) TLIMIT in OS/340 2.4 and MLIMIT in z/OS 1.8.

However, we aren't having any problems with out inits, or our operators,
so I haven't looked at this in some time.

With good reason. JES3 has had a "fair share" algorithm for job selection for decades. JES2 got something similar in z/OS 1.8.
