Make sure you have APAR OA08197 on the 1.4 system to allow it to recognize a IODF (V5) created on the 1.7 system.

Running z/OS 1.4 LPAR on z890. We also have z/OS 1.7 LPARS. I updated our IODF on a 1.7 LPAR, performed the POR. All LPARs IPL fine. Only caveat is the 1.4 LPAR can not view or update the IODF built on the 1.7 LPAR.
