What about third party software costs?  One of the justifications I used
back when the z9BC was brand new (read "relatively expensive" as opposed
to my bought-and-paid-for 7060) was that my CA products were about 20%
cheaper on the z9.  Maintenance costs were less as well.  

I know that when I went through this analysis and presentation to the
guy two levels above me (who was quite rabidly anti-mainframe), once he
had the numbers in front of him, it took him about 5 seconds to decide
that buying new was definitely cheaper than keeping the "free" old
machine.

We are small and archaic. Basically, CICS & VSAM. No database. No
Websphere.
No Web server.
