In that case wouldn't BLSR (or LSR for CICS) be a better option?
Simply increasing the Bufsp value will eliminate some of the extraneous I/O for 
the Index during Direct processing.

Perhaps (guessing) why the OP wants them on separate z/OS volumes is for I/O 
overlap (I/O to both data and index simultaneously) and PAV is not an option 
(like here - DASD is too old).
