I always use following control statement to add scratch volumes for 
non-system-managed library:
      RMM ADDVOLUME D10000 -
      STATUS(SCRATCH) -
      DENSITY(*)      -
      INITIALIZE(N) -
      LABEL(SL) -
      LOCATION(SHELF) -
      MEDIANAME(3490) -
      MEDIATYPE(*) -
      POOL(D*) -
      USE(MVS) -
      COUNT(9999)
My question is:
1)Must I have enough free racks to allow above commands to proceed without any 
problems?
2)I heard that too many racks will cause rmm perform not optimally.Can I 
removed racks when they are occupied by volumes?
3)Can a volume be defined without any rack accompnied for non-system-managed 
library?
