True that they are not unique to APL and is a code page issue. However, some of the lines drawn on 3270 screens in many emulators are drawn using an APL font instead of Unicode or some other code page. In this case, if the emulator does not convert them to another character set or code page when putting the text in the clipboard, then the PC application receiving the data will display the corresponding characters using the character set it has loaded.
