With an I/O error, there is the possibility that the hardware thinks that it still has the tape on the drive even though MVS doesn't. You need to look at the hardware interface. In both IBM and HDS equipment we have been able to login to a site that let us look at and control the hardware, i.e. see what the hardware has on the drive or unload the drive. With HDS we can send queries and commends from MVS via a started task. How you do it will depend on your hardware.
