You are most likely correct. I haven't read up on it because we can't really use it. We only use XML in CICS/TS 4.1 running code which is compiled with Enterprise COBOL 3.4, using native COBOL verbs. From what I've read, this COBOL version does not use "System XML". And, in any case, we don't have (and won't get) a zIIP or zAAP.
