Depending on what level of z/OS the OP is on,  TSSO is reported to not work as 
of z/OS 1.13.  We didn't verify this personally, we migrated off of TSSO before 
our upgrade.

Our replacement for TSSO was a general purpose MPF exit that can call a SYSTEM 
Rexx based on message ID.  It works very well for our needs, although it does 
not work for $HASP395.  There may be others but we have not run across them.

Having said all that, I don't know if an SNMP trap can be created easily from a 
System REXX.
