This looks to be a typo. Should say:

"For storage that is larger than what IARST64 supports,
consider using IARCP64 or IARV64 GETSTOR or GETCOMMON."

It looks as though it's intended to be used as a record area for
READ/WRITE. If you wanted to pagefix using IARV64, you'd need to
be authorized, but IARST64 lets you do this unauthorized.
