How does TRANSMIT deal with a PDSE?  I assume it first does an IEBCOPY
unload.

What does IEBCOPY do?  Does it first do a DESERV and connect to every
member?  This could be a large number of connections.  Or does it use
lower-level, perhaps non-GUPI, techniques?
