Are you using the same /etc/rc after you upgraded?   For example,
this is how I start it from /etc/rc:

# Start the SYSLOGD daemon which supplies logging functions for programs  
_BPX_JOBNAME='SYSLOGD' /usr/sbin/syslogd -f /etc/syslog.conf &
