You do need a coupling facility.  Either external or lpar.

There is no implicit connectivity.

Our sys1.parmlib has PLEXCFG=MULTISYSTEM,

We are at zos 1.13 with 4 LPARs on a single CEC.
One of our test LPARs has no tape connectivity so I thought I would eliminate 
the occasional grousing about tape recalls by setting up CRQ between the 2 
LPARs in the TEST Sysplex.

Question - Do we need an external coupling facility to do this?

I would have thought within a single CEC there would be internal connectivity.
