I could imagine an ISPF/TSO of the future doing a WAIT always on the
communication ECB and additionally on the terminal when expecting
input.  When the communication ECB is posted it should read the
entire screen and pop up a window saying such as "System shutdown
in 3 minutes."  (Where would it get that information?)  The programmer
could dismiss the message and refresh the screen with PA2; SAVE; and
logoff cleanly.

(We shut down our lab systems frequently.)

This would put ISPF technically ahead of e.g. Ubuntu Linux, which
displays a shutdown mesage on serial PTYs but nothing on the
graphic desktop at large.  SIGTERM simply blows away the Unity
window manager.
