DIAGNOSE compares the BCS and the VVDS. Is there an entry in the VTOC of the pack for the dataset? Is the pack SMS managed or the dataset VSAM? The situation you describe appears more likely to be a spurious catalog entry rather than a dataset that is somehow not in the VVDS.
