FSVO useless. Timing information for a single instruction is pretty meaningless these days, but it is possible to produce a worst time (no instruction overlap, no cache hit, etc.) and a best time.

At AMS the customer support staff had a series of jobs, submitted at once, crafted to match the typical workload. The SMF data were pretty meaningful in making CPU buying decisions (when upgrading from a 360/65, the local IBM salesman tried to convince us to get a 155; the tests were so bad that my boss decided on a 165 instead). So I support Mr. Gilmore's view that data at some level should be available. SHARE or a similar organization, if not IBM, could develop a standard job stream for different environments (e.g., financial batch, financial online, scientific, etc.), to facilitate useful comparisons.
