You're "thinking" is wrong.   The new library IS managed by LLA.    You don't
have to believe me if you have a system to try it on.  There is a "D LLA" 
command
documented these days that will prove it.

Because IBM was smart here and decided since the LNKLST is managed by
default, anyone adding a new library would want it managed by default
without having to take overt action.
