Why do you want to make a new root?  Typically the root should not change.  
Only links or symbols.

I do not put directories into my root.  Only links or symbols.

If you are doing this, what is the purpose?  Will you IPL once you get a new 
root built?  Is this for a new sysres?

IIRC - once the system is IPL'd you cannot activate a new ROOT.  You could 
create a /SERVICE/  root on a different volume and then IPL that new volume 
with the new root.  You want to keep the root and RO not RW.

If you already have an /etc in the root and you wish to add files, then you 
mount your files into the /etc directory.
