Most likely. And, given current trends, the "person" (usually a company) with the patent doesn't really use it to actually _make_ anything. They just use it to get "license fee" from people who actually use it for something. This is known as a "patent troll". Or, if the patent owner uses it to make something, they use the patent to stop a competitor from developing some alternative device. "design patents".
