I think you are right, SBDATACONN applies only to the data connection, and the dataset name for the transfer go over the control connection.
A quick look at the documentation suggests that CTRLCONN might be the equivalent for the control connection.
From memory, when you ask for a list of datasets the list is transferred over the data connection - so there could be some puzzling results if the control and data connections are using different code pages...
