For purposes of maintaining miglibs (especially if you are an ISV who may need to be able to process customer dumps from various releases), I recommend maintaining one MIGLIB z/OS 1.13.0 with the "z/OS V1R13 RSM Enablement Offering Web deliverable" installed, and another MIGLIB without it installed (the same way you would if it was a separate release instead of a Web deliverable. The most significant changes would be in things like RSMDATA, ASMCHECK, and VERBX ASMDATA. To what extent a -1 MIGLIB is downward compatible with a -0 dump, I don't know. The Web deliverable was not designed with the intention of IPCS downward compatibility, and we did not test it for IPCS downward compatibility.
