My Db2 guy once came to me with a similar complaint. He had submitted his order several times with space increasing far beyond the normal size. Turned out that when he placed his order, in inadvertently checked the option to 'include prerequisites', which in his case meant include all of z/OS! When he corrected that option, his download worked just fine.
