Not sure I remember the details. I worked with one ex-sysprog that cloned the SMP/E target environment to the sysres for documentation purposes (1980's.) ZoneCopy should do a lot of what you seem to be looking for.
I (personally do not think that is the way to go. My suggestion is One global zone A set of target zones One Dlib zone. The apply/accept processing would need to be repeated for each target zone. Accept processing for all except the last target zone will need the NOPURGE (?) operand.
