I think you get the FMIDs when you install the base product either via server 
Pac or CBPDO

You need to look at your CSI to see what FMIDs are associated with your GLOBAL 
zone

This is something you need to research. 

For example, if you order DB2 R12 via CBPDO or ServerPac - then the FMIDs 
associated with how you ordered the product would be available.

Since we do not know how the CSI was set up or configured.  Or how the order 
for the product was placed in Shop zSeries (I am guessing this is what you 
used), it is difficult to know what is in your zone

Run this SMP/e Report

>From your global zone

SET BDY(GLOBAL).
LIST PRODUCT .

This will help you understand what is in your Global zone.

One thing I like to do is create FMIDSETS.  That way I can see the FMIDs.  I am 
not sure if there is an easy way to list all FMIDs in the SMP/e environment.

So I had a CSI setup and provided for by someone else. As I am going thru it it 
seems there are FMIDs for a couple of products missing:
DB2 BASE Z/OS
HDREC10 DB2 RACF EXIT Z/OS
HIYCC10 DB2 IMS ATTACH Z/OS
HIZCC10 DB2 SUBSYS INIT Z/OS
JDBCC1Z DB2 12 VUE
JDBCC12 DB2 JDBC/SQLJ Z/OS

Db2 QMF for z/OS V12
HHPCC10 QMF HPO
JYQCC10 QMF ANALYTICS TSO

If I order maintenance supplying an "installed Software Report" will the 
missing FMIDs be ordered?
