Looks like this is your answer. JES2 normally processes /*JOBPARM statements at the node of execution.
When you place a /*JOBPARM statement before a /*ROUTE XEQ or /*XEQ statement, JES2 at the input node checks the /*JOBPARM statement for syntax and parameter validity. After processing the /*ROUTE XEQ or /*XEQ statement, JES2 then passes the /*JOBPARM statement to the execution node, where syntax and parameter validity are again checked. When you place a /*JOBPARM statement after a /*ROUTE XEQ or /*XEQ statement, JES2 passes the /*JOBPARM to the execution node and performs all syntax and parameter validity processing at the execution node only.
