Any program can issue SPM to set the program mask. But in general that's a 
bad idea. It's specifically a bad idea if you're using (E)SPIE.

RTM manages the intended program mask according to the program checks 
being managed by the current (E)SPIE routine.
So if LE is setting (E)SPIEs for the task in question, that is how the 
program mask would normally be getting set.

LE can be told not to use (E)SPIE, rather relying on (E)STAE(X).

As far as I recall, (E)SPIE routines are not propagated to subtasks.
