They told me that they have some tool or process for creating the .iso
files to put on the DVD  for standalone ICKDSF and standalone
DSS, but they don't document how to do it.  I think they ended up just
shipping me a COD package so that I would have the DVDs.

What does COD stand for? How does a lowly customer/ISV get this thing?

COD in this context means Customized Offering Driver. In simple English it is z/OS system crippled to do the only thing: IPL and run ServerPac Installation Dialog. In the old days COD was delivered on tapes, however the procedure to use it was quite similiar: first you have to install it! 1. IPL standalone program from tape or DVD. Currently it i DSS. In the old days you had to start with ICKDSF. 2. Restore 3 volume images from tape/DVD to DASD. Caution: your IODF should conform to (documented) IODF delivered as COD part.
3. IPL COD from DASD.

Actually I have used it once, in 1999, it was OS/390 V2R6. And to be honest I don't remember to much, especially I had no experience at the time...

Answering your second question: COD is completely not applicable, however another question: "how can I prepare similar standalone tool IPLable from HMC" - the answer is "it is not documented". IT IS A SHAME! However look at FDRINNOVATION (now BMC) FDR family of products - they provide a way to create standalone restore. And Jan Jaegers ZZSA - it is another tool using this method. And Linux. Important: Linux is open source.
