It is good news!
Several years ago (EC12?) I was trying to use FTP for COD and it failed. Details: indeed, it IPL-ed from FTP instead of DVD, but later the only source for RESTORE process was DVD. At the time z/VM installation was smarter: you could IPL it from FTP and later provide FTP as the source. However it was time when SE itself did FTP GET, so specific network setup was necessary. Fortunately at z14 level you have fixed it.
