That link is for running a TSO command. The classic way for allocating a legacy dataset is DAIR, and the classic way for MVS-aware code is SVC 99.

The use of IND$FILE remains so prevalent (partly because of absurd site security rules), and the use of zFS has become so prevalent, that the union should be sanctified.
