Followup to Bill's question.  As it turns out, he's in a sysplex sharing root 
environment, so he does not need to prefix the /etc directory with the system 
name in order to reference the correct copy of /etc.

Bill,It should just follow standard JCL substitution rules,  quotes are needed 
if it contains embedded spaces, etc.
