STP is more accurate than NTP for coordinating the clocks in your data center,
but it doesn't eliminate the need to compensate for drift. You still need to
periodically use an official time source via NTP.

TANSTAAFL. More so safety equipment, now require by law.

But still ...

Is it IP restriction or technological complexity that precludes ISVs'
offering a competing product at a competitive price?

I miss the Consent Decree.

Are the clock steering instructions described in some detail in the
PoOps part of the option? Even SCK, now?

OK. STP is a thousand times more accurate than NTP, but some
customers would be satisfied with the latter for a thousandth the
price. it's better than adding a minute to CLOCKxx.
