We could write a program to handle specific parameters and values before
comparing them against the target library
We found that some parameters are just defined in a different order in
different z/os, but they are actually the same definition
Some parameter definitions have different starting columns, and they also are
the same definition
We don't know how to handle this situation. Do we need to make sure they are in
the same order?

There is a utility program (IEBCOMPR) and functions like SuperCompare to do
this. It is quite trivial.
Unless you mean that these libraries are not truly comparable in which case
no comparison is possible. Under those conditions you would have to have a
program which could have specific parameters and values identified and then
compared against the target library. To the best of my knowledge, that is
certainly not freely available.

P.S. I am assuming that the notion of symbols has been properly pursued and
evaluated.
