Short answer: YES
z/OS itself has no "readonly mode" for disks.
However z/OS can work with readonly disks volumes.
How to get such volume?
PPRC secondary - you mentioned it.
More popular scenario is z/OS working as a guest under z/VM. z/VM is able to provide minidisks in readonly mode.

However recently new device parameter was added to HCD/IODF. The name of the parameter is READ-ONLY and it applies to 3390 or 3390B devices.


Disclaimer: I don't know too much about IODF under zPDT, but I believe OSCONFIG features can be used.
