Lately there are the IBM Cloud Hyper Protect Crypto Services. IBM Cloud 
HPCS supports a "Cloud TKE," and the smart cards it uses are 
cross-compatible with the IBM TKE Workstation for IBM Crypto Express. If 
you're able to use any of the APIs IBM Cloud HPCS supports from your zPDT 
environment (remotely), then you should be all set. But that'll likely be 
application-specific, not for generalized local ICSF.

I don't know if it would be technically feasible for zPDT (or the IBM Z 
Development & Test Environment) to use IBM Cloud HPCS and expose it to 
z/OS (and other operating systems) as if it were local IBM Crypto Express 
domains in EP11 mode. I suppose it doesn't hurt to ask (in the official 
ways) if you're interested.
