Not even that: it's just an assertion that replacing the executing copy with a 
fresh copy won't cause an error.

However, just because it's legal to write self-modifying reentrant and 
refreshable code doesn't mean that it's a good idea. :-(

FSVO "prohibits".  It's mostly an assertion that the programmer
intended that the program not be so modified.
