A couple of things to watch out for : 

(1) Did you check LOGREC for any abends in your exit?
(2) Did you remember to use branch-entry WTO for your message?

I must admit issuing a WTO from with CNZ_WTOMDBEXIT would make me nervous about 
an endless loop if the code logic was not water-tight.

IBM® has defined the CNZ_WTOMDBEXIT exit to the dynamic exits facility.
I wrote my own code.
There is no difference in the display, before I deleted it, and after I added 
it via the setprog command.
I know that it was not called , because it contains a WTO to signal the 
beginnig of the code.
