This was the problem. Turns out I was not looking at the correct keyword file,
I went ahead and did the 'Convert Configuration Table Loadmod to Keyword File'
and sure enough Default Editor Highlighting Enabled was not checked. Thanks

A better way to determine the ISPF options in effect is to use ISPVCALL.
Enter TSO ISPVCALL, then enter it again. You'll see a trace dataset
full of a lot of goodies, including all the ISPF options.
