I would say it is 168 years (24*7=168).
And to avoid such comments I usually write 24/7/365. :-)

IPL - never scheduled. Only when needed. Typical scenarios:
1. Configuration error, which need IPL (very rare, fortunately) 2.
Hardware or software changes require IPL (maybe once a year, but IMHO
less)
3. OPPORTUNITY. Yes - there are several disruptive application
software releases per year. There is no problem to "steal" half an
hour for "our own tasks" which may include IPL. However this point is
usually connected to 2. which means HW/SW changes simply wait for such
opportunity.
IML/POR - never.
Exception could be disruptive machine maintenance, like memory
(physical
DIMM) add or drawer preventive replacement.
In the past there were disruptive microcode driver changes.
