The solution has been found. It turns out that the java level that comes with a CBPDO does not correctly support z/OSMF requirements. How nice. I always thought that a CBPDO was a 'working' system, not just untested parts thrown into a download bucket. This is my second problem with z/OS 'Linux/Unix' application where a unified installable image could not (and continue to be not) orderable.
z/OSMF required Java 8.0.35/36 not the delivered 8.0.32. Nothing like being handed the 'bleeding edge' of technology.
