Just to summarize: security rules may be inconsistent. Inconsistent
rules are bad idea.
From the other hand the rules can be consistent if you look after them.
One of the methods for assuring consistency could be RRSF (properly set).
BTW: IMHO security is minor issue in sharing disks, easy to manage. What
is more cumbersome is ICF, SMS, GRS, PDSE (avoidance) and concurrent
access to datasets.
It could be significantly simplified if you treat shared disks as a
"communication window", some kind of data transmission (system A dumps,
system B restores).
