During the initial deployment (think initial install) you need the dlibs. Without the dlibs you can't perform SMP/E APPLY/ACCEPT on the installed software. However, on subsequent deployments of the installed software (think clone), to a location where you don't intend to perform SMP/E operations, you might choose not to include dlibs. That's the reason for the question.
