HI Ray, I'm not sure, and late to the game here, rather than limit this
with a sysplex scope at another site we limit what users can issue
commands on what systems, I do not know the details, I was not involved
in the management of the profiles, but this was done with RACF, so a
user can route *ALL, but the command would only be issued or valid on
the systems he/she had authority.
