I'm not sure why you are setting &SYSR2 to &SYSR1, &SYSR1 resolves to
the IPL volume without setting it, many years ago I used &SYSR2 since we
had 2 sysres volumes, the indirect catalog pointed to &SYSR2 and was
resolved in IEASYM00 like
SYMDEF(&SYSR2 = 'SYSRES2') <- the real volser
so, do you have any catalog entries that still point to &SYSR2 but are
actually on sysrs1?
that would be the only reason I'd think you need to do this

With new RES I have done all the cloning plus IPLtext and getting root

Is there is any work needs to be done to get the new RES volume recognized
