I want to agree with Barb, the PTF for my 2.3 system had PRE APPLY
action to run the "UTILITY"

Pointing to a SMPTLIB that never gets created, I did found the 'UTILITY'
in SYS1.SAMPLIB, so this left me scratching my head and wondering.

As I mentioned, I opted to perform the actions by hand, but I have to
question, if this PTF had a PRE-APPLY action, how was I suppose to run
this? were the required members there, just waiting for me to execute at
some time in the future?

why not just make the action  (MKDIR) part of the BPX script for the PTF?
