I did a bunch of asking around, combined all the answers, and then
paraphrased:

The IDs are assigned during the 1st power up, starting with the lowest
available ID. If I add cards via HOT plug, I can pick and choose IDs. It
depends on the exact hw that was plugged and in what order. FC 898 is 2
cryptos per card vs FC899 1 crypto per card

I think it doesn't work that way.
2 CPCs z15 T01. Each of CPC has 2 cards FC 0898 => 4 crypto engines per CPC.
Cards are located in same slots, and have same PCHIDs.
CPC A:
PCHID   crypto #
15C       00
15D       01
12C       02
12D       03

CPC B:

PCHID   crypto #
15C       00
12C       01
15D       02
12D       03

The possible scenario is "left card was inserted first in CPC A, but last in CPC B" or "left card was inserted first in both CPCs". It is impossible to have "crypto PCHID 15C was inserted first in CPC A, but next one was PCHID 12C and then 15D and finally 12D".

In my humble opinion the order of cryptos or crypto-to-PCHID assignment should be either predictable or preferably customizable. Reason: when a card is replaced, both cryptos become unavailable. It is good to know which ones. Of course it can be documented by the admin.
