I doubt that the personal edition licence prohibits you from selling
software that you develop. But even if I am wrong on that...

There is a process to sign up with IBM as a z ISV. Have you tried it?
Last time I looked at it it wasn't too onerous. IIRC you do have to
have some evidence that you have a product either for sale or in the
pipeline.
